Expected rainfall around the region is still present but delayed mostly by the wild jet stream right now.
The jet stream is showing an unusual summer pattern. Usually, you have the jet more streaked across the country, elongated from west to east. Now, the jet has pushed into Canada creating a lot of north-south precipitation than the normal west-east movement. Also, there is a lot of dry air embedded in the middle of the country. This could also make the precipitation less across the East when the upper-level low moves to the coast.
